President of Messier Électrique inc. since 2004, he has also distinguished himself through his sustained commitment to the industry, beyond his management responsibilities. A member of the BSDQ’s provincial management committee since 2023, he has also served as President of the CMEQ Outaouais section and as Secretary of the provincial executive committee, reflecting his desire to innovate and improve industry practices.
The general manager is the link between the Provincial Management Committee and the various departments of BSDQ. He oversees the fulfillment of BSDQ's mission and the various mandates entrusted to him by the three owners (ACQ, CMEQ, CMMTQ). He is also accountable for the different departments, providing constant support to all teams. The development and implementation of the strategic plan, as well as public relations, also fall under his responsibility.
The assistant provides administrative and organisational support to the BSDQ. She is primarily responsible for managing the calendar, coordinating meetings, and preparing documents and reports. She plays a crucial role in the smooth operation of the management’s daily activities, facilitating decision-making and contributing to the organisation’s overall efficiency.
The operations director is responsible for the customer service department and the Code enforcement department. Firstly, the custumer service provides support to users regarding the use of TES, the opening of projects, and guides them through the submission process. The management of bid guarantees also falls under the jurisdiction of this department. The Code enforcement service, on the other hand, offers support related to the application of the Tendering Code rules as well as the compilation of received submissions. It also serves as an investigative service that handles complaints from users who believe that Tendering Code rules have not been followed by other contractors involved with BSDQ.

She manages services related to research, bid compilation, Code enforcement, bid bonds, and user complaints.
