When to submit a bid

The BSDQ positions itself through a bidding process involving both specialized and general contractors, based on specific conditions outlined below.

BSDQ rules apply when a committed specialized contractor identifies that the project they intend to bid on meets the prerequisites listed below. 

Under these conditions, the bid must be submitted solely by the TES.

A tender must always be submitted to the BSDQ when required by the project owner's bidding documents or, even without the project owner's requirement, if the work covered by the bid meets the following four conditions:

  • The work is being carried out in Quebec;
  • More than one contractor is invited to provide their pricing proposal;
  • There are bidding documents that allow for the presentation of comparable tenders;
  • The bid amount reaches or exceeds $20,000.
