File 4 - Submission of tender

To deposit their tender, the bidder must:

  • Complete all mandatory fields in the bid form;
  • Address their tender to at least one recipient contractor;
  • Ensure a guarantee is attached to their tender, if required;
  • Have at least one electronic deposit in the bank;
  • Make the deposit BEFORE the BSDQ closing date and time.

Electronic Deposits:

  • Deposits must be purchased via the TES using a credit card (Visa or Mastercard) at a cost of $5 plus taxes each.
  • Only one electronic deposit is required per tender, regardless of how many recipient contractors it is addressed to.

Once the tender is deposited, its status changes from « Entered » to « Deposited ».

It is possible to retrieve a tender to make modifications and redeposit it at no extra cost as long as the BSDQ closing date and time have not been reached.

At the time of submission, the bidder must decide whether their tender should be made available to recipient contractors if they are the only bidder in their specialty.

This is done by checking or unchecking the option « Do not forward the tender if I am the only bidder in my specialty » above the electronic signature field.

The deposited tender remains valid for a certain period, which is calculated based on the instructions in the tender documents. If no period is mentioned in the documents, the tender remains valid for a period of 45 days. The tender guarantee can also remain valid for the same period.

Chapter D - Article D-8 

D-8 Tenders to be filed only once

Tenderers may file only one tender with respect to the work to which said tender applies, subject to sections D-9, E-6 and E-8 and subject to Chapter I of this Code.

Chapter G - Article G-2

G-2 Tenderer’s instructions where there is a unique tender

A tenderer who chooses to do so must notify the BSDQ, by indicating this on their tendering form, not to make their tender available to the recipient contractors if it is the only one. In this case, when the tally of tenders filed for a given project reveals that, for the identified regulated specialty, the tenderer is the only one to have filed a tender, the BSDQ does not make this tender available and notifies the tenderer, according to the procedure established for the use of the TES.

Unless a tenderer has notified the BSDQ in accordance with the preceding paragraph, a unique tender is made available according to the usual procedure.

The BSDQ is released from any responsibility for determining whether a tender is unique when the information provided by the tenderer and contained in their tender, to which the BSDQ has access immediately after the closing time for the filing of tender to the BSDQ, is insufficient, incomplete, or erroneous.

As soon as the tenders are made available, the recipient contractors are informed, according to the procedure established by the BSDQ for the use of the TES, of the unique status or otherwise of a tender made available to them.

Notwithstanding the first two paragraphs of this Section, a tender that becomes unique because of the exercise of the right of withdrawal shall be made available by the BSDQ in accordance with the usual procedure. The tenderer shall then be informed of this only by consulting the compilation drawn up subsequently, in accordance with Section H-2 of this Code.

E-4 Confirmation of electronic filing

The filing of tenders, as well as the date and time of the filing, are confirmed electronically to the tenderer in accordance with the procedure established by the BSDQ for the use of the TES.

E-6 Retrieval of the tender

A tenderer may, at any time prior to the closing time for the filing of tenders at the BSDQ, retrieve their tender in accordance with the procedure established by the BSDQ for the use of the TES.

This retrieval shall be confirmed electronically and shall, for the purposes of this Code, completely cancel the filing of their tender.

E-7 Rejection of a tender submitted after the deadline

No tender may be filed for the project in question after the deadline for filing tenders to the BSDQ.
If the deadline expires and the tenderer has not completed the tender, it will be automatically rejected by the TES upon filing. The rejection of a tender, as well as the date and time of such rejection, shall be confirmed to the tenderer electronically, in accordance with the procedure established by the BSDQ for the use of the TES.
