File 1 - Tabulation of tenders

The tabulation report is a document produced by the BSDQ that allows the bidder to know their potential ranking on a project and to obtain certain details about their competitors' bids. 

One hour after the project owner's closing date for bids, the BSDQ accesses the submitted bid information and can thus produce the report. 

Only bidders who have submitted for the project will have access to the tabulation report in their specialty. 

Information included in the report:

  • The names of the bidders
  • The amounts of the bids
  • The recipients to whom the bids were addressed
  • Whether or not the recipients have taken possession of the bids
  • Which recipients made a J-7 request and which bidders submitted their bids according to J-7
  • Details on bid guarantees, if applicable
  • Plan, specification, and addendum numbers indicated in the bids
  • Mention of documents attached to bids
  • Indication of different amounts for one or more recipients
  • Indication of whether separate or itemized prices are provided in an appendix to the bids

Please note:

  • An email notification is sent to the concerned companies when the tabulation report is available, but it can be viewed via the TES.
  • When the list of plans, specifications, addenda as well as annexed documents attached in PDF format, they can only be viewed from the summary table of the tabulation report.
  • When a bidder withdraws their bid, they forfeit their right to obtain the tabulation report for a project.
    However, their competitors will see the details of their bid as well as the indication that it has been withdrawn.

Recipient contractors also have access to a tabulation report:

  • Listing all bidders in alphabetical order in the specialties they have accepted
  • Allowing them to see which bidders did not send them their bid
  • Enabling them to enrich their pool of invitees for future projects

H-1 Access to tenders by the BSDQ

One (1) hour after the deadline for recipient contractors to file tenders to the project owner, the BSDQ has access to the tenders filed and all the information they contain, in accordance with the procedure established by the BSDQ for the use of the TES. It then compiles the tenders and makes them available to the persons mentioned who may obtain a copy, such as the project owner, the architect, and the engineer.

H-2 Compilation of tenders

The BSDQ compiles a list of tenders filed for each regulated specialty. This list provides information on the names of the tenderers, the price of their tenders if it is a lump sum, the tender security attached to it, if applicable, the names of the recipient contractors to whom it is addressed and the names of those who have taken possession of it, and any other information deemed relevant by the BSDQ that may be contained in the tender or its schedules. This compilation may be consulted by all tenderers mentioned, regarding the specialty concerned, in accordance with the procedure established by the BSDQ for the use of the TES.

However, the compilation may not be consulted by tenderers who have withdrawn their tenders in accordance with the provisions of Chapter F of this Code.

When the price indicated is not a lump sum, the compilation does not provide the tender price; the names of the tenderers are then listed in alphabetical order.
